Germany, France and Italy: oppose excessive restrictions on the development of AI technology!

According to Reuters, France, Germany and Italy have reached an agreement on how to regulate artificial intelligence (AI), which is expected to accelerate the negotiations at the European level. The three governments expressed their support for the voluntary but binding commitments of small and large artificial intelligence providers in the European Union.

In June, the European Parliament introduced the artificial intelligence law, which aims to curb the risks of artificial intelligence applications and avoid discriminatory effects, while taking advantage of the innovative power of artificial intelligence. However, major EU member states, including France, have differences on how to supervise artificial intelligence, which may lead to the derailment of EU legislation. France, Germany and Italy are the most opposed to the regulation, and the European Parliament proposes that the code of conduct should only be binding on large artificial intelligence providers. All three EU governments have pointed out that rules of conduct and transparency must be binding on everyone.

Germany said that sanctions should not be imposed in principle, but if violations of the code of conduct are found after a period of time, a sanctions system can be established. The German Ministry of Economic Affairs and the Ministry of Digital Affairs said that law and state control should not regulate artificial intelligence itself, but its application. “If we want to participate in the first global artificial intelligence alliance, we must supervise the application, not the technology,” said Volker Wissing, minister of digital affairs.

As governments around the world seek to make use of the economic benefits of artificial intelligence, Britain hosted the first artificial intelligence security summit in November. The German government organized a digital summit in Jena, Thuringia, which brought together representatives of political, business and scientific circles. In the talks between the German and Italian governments in Berlin, the issue of artificial intelligence was also put on the agenda.
